PROBLEM TO BE SOLVED: To provide a prophylactic and/or therapeutic composition for chronic obstructive pulmonary disease (COPD) which is a disease caused by inhalation of tobacco smoke. SOLUTION: The composition comprises as effective ingredients one or two or more substances selected from the group consisting of orotic acid, orotidylic acid and uridine monophosphate (UMP) which are derivatives of orotic acid, and inorganic salts and organic salts thereof. Preferably, the composition further comprises an antioxidant such as glutathione, N-acetylcysteine, coenzyme Q10,α-lipoic acid, vitamin C, vitamin E, polyphenol, and carotenoid.
