PROBLEM TO BE SOLVED: To provide an image processor capable of generating, out of a time-series image, a static difference image that is static in the time-series image. SOLUTION: A static difference initializing unit (101) makes a pixel value of the static differential image unallocated. A background initializing unit (102) makes a pixel value of a background image to detect variations in the time-series image unallocated. A background difference generating unit (104) compares a pixel value of the time-series image inputted from a time-series image inputting unit (103) with that of the background image unallocated by the background initializing unit (102), and generates a differential pixel having different pixel values in the time-series image and the background image. An image generating unit (105) detects variations in the pixel value of the time-series image inputted from the time-series image inputting unit (103) and generates a static difference image that is static in the time-series image based on the pixel value of the differential pixel generated by the background difference generating unit (104).
