PURPOSE: An apparatus for producing carbohydrate and oxygen using circularly polarized rotating electromagnetic wave is provided to industrially discharge oxygen and absorb carbon dioxide. CONSTITUTION: A carbohydrate and oxygen are produced by irradiating circularly polarized rotating electromagnetic wave to a reactant containing water and carbon dioxide. The reactant has the air containing water and carbon dioxide. The circularly polarized rotating electromagnetic wave is positive left turn electromagnetic wave, negative left turn electromagnetic wave, positive right turn electromagnetic wave, or negative right turn electromagnetic wave. The irradiation is performed by irradiating light to a material which emits positivity left turn electromagnetic wave. An apparatus for producing carbohydrate and oxygen from water and carbon dioxide comprises a reaction container and positivity left turn electromagnetic wave generator.
