PURPOSE: A lower insulating member for a water-meter protecting bin is provided to prevent freezing and bursting since a water meter is blocked from the cold air in the winter. CONSTITUTION: A lower insulating member(100) for a water-meter protecting bin comprises a plane(7) and a protrusion. The plane is formed so that the top of the insulating member is not open. The protrusion is protruded from the top of the plane. The protrusion comprises an inspection hole(9), a square groove and a placing groove(11). A cylindrical part(18) is formed on one side of the protrusion and a through hole(12) is formed on the cylindrical part. A through hole, a long through-hole, a linear vertical cut part and a lateral cut part are formed on the bottom of the insulating member.
