Disclosed are: an electrode material for electrolysis, which enables highly efficient production of ozone water by electrolysis of water; an electrode for electrolysis; and a method for producing the electrode for electrolysis. Specifically, an electrode material for electrolysis, which is an alloy composed of platinum and silver and has a silver concentration of 1-50 wt% (inclusive), is used as a surface layer that is formed on the surface of a base of an electrode for electrolysis. By electrolysis using the electrode for electrolysis, active oxygen species such as ozone or OH radicals can be efficiently produced at low current density.
