PROBLEM TO BE SOLVED: To recognize the number of stretched fingers of a hand without being affected by skin color tone of the hand or background of the hand. SOLUTION: The device includes: an image input unit 11 which acquires image data by capturing an image of a hand together with a face; a storage unit 13 which stores in advance hand recognition area information including information showing the position of an area for recognizing fingers on the basis of a position of face in the image data and information showing the size of the area; a face detection unit 14 which detects the face from the image data and detects the position of the face in the image data; a control unit 12 which calculates a reference value of finger size based on features of the face detected by the face detection unit 14; and a finger detection unit 15 which extracts the area for recognizing fingers from the position of the face in the image data and the hand recognition information, and detects the fingers from the area based on the reference value calculated by the control unit 12.
