PROBLEM TO BE SOLVED: To recognize reliability of position information detected by a GPS receiver, to change a control system by recognized reliability and to maintain the safety of train control. SOLUTION: Fluctuation of positioning precision of the GPS receiver 9 is detected by a reference GPS reception station 3 fixed on the ground. An onboard controller 6 loaded on a train 1 judges whether positioning precision using the GPS receiver 5 deteriorates or not by deviation vector information showing a fluctuation of positioning precision transmitted from the GPS reception station 3 and controls speed of the train 1. Even if that positioning precision using the GPS receiver 5 is always maintained cannot be guaranteed, the GPS receiver 5 is applied for train control from which safety is requested.
