PROBLEM TO BE SOLVED: To enable fine reproduction control for a video content without applying a biased load to a viewer terminal or a server. SOLUTION: The viewer terminal includes: a request information primary acquisition means for acquiring the viewing request of a viewer as viewing request information; a determination information primary acquisition means for acquiring first reproduction control determination information describing whether reproduction control of a video content can be executed or not; and a primary determination means for determining reproduction control corresponding to the viewing request information on the basis of the first reproduction control determination information and transmitting the viewing request information to the server. The server includes: a request information secondary acquisition means for acquiring the transmitted viewing request information; a determination information secondary acquisition means for acquiring second reproduction control determination information describing whether reproduction control can be executed or not per partial section of the subdivided video content; a secondary determination means for determining reproduction control corresponding to the viewing request information on the basis of the second reproduction control determination information; and a reproduction control execution means for executing the reproduction control in accordance with the determination result.
