PURPOSE: An apparatus having a water-cooling pipe structure for heat radiation in a power conversion system of a vehicle and a manufacturing method thereof are provided to improve heat radiation effect by increasing the contact area between a heat radiation plate and a heat source and maintaining uniform flow rate of cooling water in a pipe. CONSTITUTION: A heat radiation plate has a specified piping structure. The piping comprises an inlet port to draw in cooling water, an outlet port to discharge the cooling water, and a closed loop which is connected to the inlet and outlet ports by passing through a peak temperature part of the heat radiation plate. The inlet and outlet ports, and the part of the closed loop connected to the inlet and outlet ports are made of straight pipes.
