The present invention relates to a bulky sheet 10 having a fiber aggregate 11 formed by hydroentanglement of fiber webs 11a and 11b. The fiber aggregate 11 has a first region 21 having a high fiber density and a small thickness and second regions 22 having a lower fiber density and a larger thickness than the first region 21. The second regions 22 are each defined by a closed figure defined by the first region 21. The second regions 22 each have protrusions 31 and depressions 32.
