PURPOSE: A communication device using a power line and a method thereof are provided to use all power lines in a communication system capable of transmitting data and moving pictures, especially within a voltage of 5V or more, and to install a H/W program in a PC(Personal Computer) and a PCI(Peripheral Component Interconnect) system of internal modem to perform high-speed power line communication. And the device and method are provided to enable thousands of users to transmit data and perform communication at the same time with no load. CONSTITUTION: A communication modem part(PCI system of modem slot mounting part) uses PC driving power supplied to a communication user for high-speed communication as a dedicated power line communication line, to perform power line communication. A detection S/W system detects errors of a power line(2) in a transformer(3). A H/W modification program detects errors and modifies changes due to the errors. And a H/W driving program connects general dedicated lines with the power line(2), to perform high-speed power line communication with a driving program such as an ISP(Internet Service Provider) connection program. In a power line modem, a power line applied to the power line(2) of an outlet arranged in PCs(1,4) having built-in user modems is connected to the PCI system modems in data systems of the PCs(1,4). Power line modems of the PCs(1,4) are connected to the power line applied to the power line(2). The PCs(1,4) have programs centered on H/W, wherein each program comprises a correction program(5), power amount measurement(6), voltage measurement(7), the number of transformers(8), frequency resonance measurement(9), and frequency variation measurement(10).
