PURPOSE: A wireless telecommunications system for preventing the degradation of the transfer rate with the reduction of the handover processing time is provided to reduce hand-over processing time. CONSTITUTION: A plurality of receivers processes a receiving signal through each antenna Rx. A decoding processing unit(25) decodes reproduced data stream. A stream receiving power measuring unit(22) measures the received power of each stream. A handover determination unit(23) determines the need of the handover based on the measurement result of the stream part of measuring the received electric power. A transmitting unit(26) transmits a message including the handover request.
