Provided is a radio communication system in which a radio communication is performed between a base station device and a terminal device via a relay station device.  The base station device includes a modification unit and a transmission unit.  The modification unit modifies at least any one of the following: a radio resource allocation method for the relay station device and the terminal device; or the radio resource allocation method and scheduling method; or the radio resource allocation method and the scheduling method and the relay method in the relay station device.  The transmission unit transmits to the relay device, a modification report indicating that the modification has been made by the modification unit.  The relay device has a reception unit which receives the modification report.  The base station device, the relay station device, and the terminal device perform a radio communication by using the radio resource allocated by the radio resource allocation method after the modification.
