PROBLEM TO BE SOLVED: To control a device from a management device, even when a device instruction which can be executed by the device is different from an instruction which can be utilized by the management device.SOLUTION: An instruction generation information storage section b132 preliminarily stores instruction generation information obtained by associating identification information of a first instruction with identification information of a second instruction. A device instruction acquisition section b131 acquires the identification information of the first instruction which can be executed by the device from each device connected to a network. An instruction conversion information generation section b133 generates instruction conversion information obtained by associating the identification information of the first instruction of each device acquired by the device instruction acquisition section b131 with the identification information of the second instruction corresponding to the identification information of the first instruction in the instruction generation information. An instruction conversion section b152 converts the second instruction received from the management device into the first instruction, based on the instruction conversion information generated by the instruction conversion information generation section b133, to transmit the converted instruction to the device.
