Disclosed are an insulin-producing cell inducer, an enhancer of the intake of glucose into muscles, and a therapeutic agent for diabetes or diabetes complications, each of which comprises an estrogenic substance such as estrogen and estradiol as an active ingredient. These products can induce insulin-producing cells in the pancreatic duct to restore the function of the insulin-producing cells, and can also allow glucose contained in blood to be taken into muscles effectively. Therefore, these products can decrease a blood glucose level rapidly, and can prevent or treat diabetes or diabetes complications.
