PROBLEM TO BE SOLVED: To provide a portable terminal capable of applying commonality to telephone number setting processing between when a SIM (Subscriber Identify Module) card is inserted and when not inserted, and to provide a start processing method and program. SOLUTION: One of the following three types of operation modes can be selected and set in advance: a terminal starting mode for setting a telephone number stored in a database 1; an SIM priority mode for setting the telephone number stored in the database 1 when a telephone number can not be read from the SIM card, although the telephone number is set when the telephone number can be read from the SIM card; and an SIM starting mode for setting the telephone number stored in the SIM card when the telephone number can be read from the SIM card and displaying an error in a display part 2 when the telephone number can not be read from the SIM card, and when the power is supplied to the portable terminal 100, the telephone number of the portable terminal is set according to a set operation mode.
