At this time, the coefficient encoding means (134) calculates an encoding parameter of the wavelet transformation coefficient of the encoding target, on the basis of the plurality of previously encoded proximate wavelet transformation coefficients in the plurality of high-pass sub-bands which belong to the same level, and performs variable-length encoding of the wavelet transformation coefficient of the encoding target using the calculated encoding parameter.</p> |
