PROBLEM TO BE SOLVED: To perform image processing preventing acuteness from being deteriorated while reducing both of noise based on image characteristics and noise amplified through gradation conversion processing.SOLUTION: A gradation conversion processing means 103 performs gradation conversion processing for image data on the basis of a predetermined gradation conversion characteristic and a noise reduction processing means 104 performs noise reduction for the image data. Subsequently, a combining ratio calculation means 105 calculates a combining ratio between the image data obtained before noise reduction processing by the noise reduction processing means 104 and the image data obtained after noise reduction processing on the basis of the gradation conversion characteristic, and the image data before noise reduction processing by the noise reduction processing means 104 and the image data after noise reduction are combined with each other on the basis of the combining ratio.
