PROBLEM TO BE SOLVED: To further improve safety during movement of a vehicle. SOLUTION: In the vehicle remote operation system for moving the vehicle by remote control using a portable terminal, an attention direction of a remote operation operator is detected when the remote operation operator moves the vehicle by the remote control. If determination based on the detection result shows that predetermined attention activities are not carried out, it is determined that the degree of attention paid for moving the vehicle by the remote operation operator is below a predetermined level, and the movement of the vehicle by the remote control is stopped.
