PROBLEM TO BE SOLVED: To provide a system and method for avoiding operation by ineligible operators when an operator is changed who controls an object to be controlled to an operator who is ineligible for operation after starting the driving source of the object to be controlled. SOLUTION: This system is provided with an operator shift recognition device for detecting the shift of an operator who controls an object to be controlled with a driving source; an ineligible person control avoiding device for avoiding or preventing control by an operator ineligible for the control of the object to be controlled; and a controller 20 for communicating with the operator shift recognition device and the ineligble control avoiding device. The controller 20 operates the ineligibe control avoiding device when the shift of the operator is recognized during the driving of the driving source by the operator shift recognition device.
