A protective film, a manufacturing method thereof and a plasma display panel including the protective film are provided to effectively manufacture the protective film by using a single deposition method which uses the co-pellet or a method of multi-depositing the magnesium oxide crystallization which is doped by the other impurity. A plasma display panel comprises an upper panel(150) and a lower panel(160). A protective film(115) is included in the upper panel. The upper panel comprises the first substrate(111), a plurality of sustain discharge electrodes(120) and the first dielectric layer(113). The protective film is arranged on the first dielectric layer and has an excellent plasma characteristic. The protective film includes the first magnesium oxide crystallization which is doped by the first impurity having the excellent secondary electron emission characteristic, and the second magnesium oxide crystallization which is doped by the second impurity having the excellent wall charge holding capability.
