PURPOSE: A system, a server and a method for transmitting VBR(Variable Bit Rate) video data are provided to calculate a compensation transfer rate and the size of the buffer in order to include the minimum bit amount of the accumulated frame of the VBR video data which are supposed to be transferred. CONSTITUTION: In order to make the total bit amount of received variable bit rate video data include the bit amount of the accumulated frame of video data which are supposed to be transferred, a video transfer server(130) calculates the size of a buffer based on the minimum transfer rate. The VBR video transfer server transfers the calculated buffer size to a terminal(110). Within the available transfer rate range of a connected network, the terminal transfers the VBR video data over the minimum transfer rate.
