PROBLEM TO BE SOLVED: To provide an image processing technique for allowing an input detecting device to detect input omission without registering an image of a ledger sheet to be printed in a database.SOLUTION: A ledger sheet generating application 110 generates an original ledger sheet image. An embedded information generating part 124 generates a dot image by using the original ledger sheet image and input position information. A superposed image generating part 125 superposes the dot image on the original ledger sheet image and generates a superposed image. A printing processing part 126 performs printing processing of the superposed image. A printer 14 prints the superposed image after printing processing on a printing medium. A scanner 131 reads the image written on the printing medium. An information extracting part 162 extracts the original ledger sheet image and the input position information from the image. An input detector 164 determines whether input fields are filled or not by comparing the read image and the original ledger sheet image by using the input position information. A detected image generating part 165 generates an image in response to the result of determination of the input detector 164.
