PROBLEM TO BE SOLVED: To provide a polymer electrolyte membrane having high ion conductivity.SOLUTION: This polymer electrolyte membrane includes a polymer electrolyte having acid groups. Not less than 0.1% and not more than 60% of total acid groups have ions represented by formula (I) HN(R)(R) as counter ions. In the formula (I), R1 and R2 each independently denote monovalent organic groups. R1 and R2 may form a ring by bonding to each other.
