PROBLEM TO BE SOLVED: To provide a communication method and base station apparatus that quickly completing handover by effectively utilizing line resources without being selected as a handover destination base station in a concentrated manner.SOLUTION: If a terminal 204 detects deterioration of the communication state in communication with a base station 201, the terminal 204 sends a handover request to the base station 201. The base station 201 receiving the handover request, acquires from the terminal 204 information on a plurality of base stations that can communicate with the terminal 204 (an accessible base station list), and determines the handover destination base station to be connected to the terminal 204, based on the acquired information, and a value (RTT) on the processing time in the communication between the base stations. |
