The balloon (100) has envelopes for containing gas i.e. helium, and zenith ejection jet engines (200) symmetrically positioned on both sides of a longitudinal center. An exhaust duct (226) is arranged in each jet engine. A water tank and a fuel tank are symmetrically positioned with respect to a longitudinal gravity center, a vertical gravity center and a side gravity center of the balloon. Measuring instruments i.e. material particle sensors (400), are strategically positioned on the balloon for measuring material particles.
