PURPOSE: An external-submersed separating film system is provided to decrease installation costs by providing air with a high nitrogen content and air with a high oxygen content with one blower. CONSTITUTION: An external-submersed separating film system includes a stabilization tank(10), an anoxic chamber(20), an anaerobic tank(30), an aeration tank(40), and a submersed separating film tank(50). The system separates external air into air with a high nitrogen content and air with a high oxygen content. The air with a high nitrogen content is transferred to a separating film for removing organic materials and sludge from the separating film and is returned to the stabilization tank. The air with a high oxygen content is transferred to the aeration tank to increase the dissolved oxygen concentration inside the aeration tank.
