PROBLEM TO BE SOLVED: To prevent overshoot of temperature rise in semiconductor devices, and the like.SOLUTION: A cooling controller includes: a current variation detection processing section which detects that current rises over a current threshold or the current drops over the current threshold; a temperature variation processing section which detects that temperature rises over a temperature threshold or the temperature drops over the temperature threshold; and a cooling fan rotation frequency processing section which controls rotation of a cooling fan with the rotation frequency corresponding to the current threshold when the current is detected to rise over the current threshold and controls the rotation of the cooling fan with the rotation frequency corresponding whether or not the temperature is over the temperature threshold when the current is detected to drop over the current threshold.
