PURPOSE: A substrate for a photo electronic device with air and a solar cell using the same are provided to implement a triple reflection function by forming an uneven structure, an air layer, and a reflector on the backside of a substrate. CONSTITUTION: A substrate(100) transmitting light is provide. The reflector(200) reflects the light passed through the substrate. The reflector is attached to one side edge of the substrate. The space part(300) storing air is arranged between the substrate and the reflector. A concavo-convex region(110) having roughness is formed on one side of the substrate.
