PURPOSE: In the communications system, the control device and method of the high power amplifier optimize the efficiency of the high power amplifier by varying the voltage value of the drain bias for the high power amplifier according to the intensity of the RF input signal. CONSTITUTION: The RF energy detect(307) detects the intensity of the RF input signal. According to the high power amplifier controller(309) is the detected intensity as described above, the control signal showing the voltage value of the drain bias is decided.
