PURPOSE: A touch panel in order to recognize an input button and an electronic device including the same through the touch of a user are provided to divide the input button area and a peripheral area through the touch of the user. CONSTITUTION: Fluid is filled with a gap between an upper substrate(120) and a lower substrate(110). If the driving power is provided, an input button area having the predetermined pattern is limited with the flow of the fluid. If the size of gap diminishes less than the predetermined threshold since the input button domain is pressurized by user, the drive power is quarantined. The fluid is flown by the second substrate being transforme into so that the size of gap locally increases and decrease.
