PURPOSE: A method for controlling a transmission rate based on a flow and a network device using the same are provided to waste at least one of packets in a flow which exceed a threshold transmission rate, thereby preventing TCP oscillation. CONSTITUTION: A network device extracts information of UDP(User Datagram Protocol)s or TCP(Transmission Control Protocol) flows(300). When at least one packet transmission rate exceeds a threshold transmission rate among the UDP flows, the network device wastes packets of a newly inputted UDP flow(322,331). When at least one packet transmission rate exceeds a threshold transmission rate among the UDP flows, the network device wastes one of packets of the UDP flow(323,332). |
