There are included a subscription storing unit for storing, as subscription information, both an APN that is used to identify a home base station (60) and a service type that is available to UE (70) in association with a mobile terminal identifier that identifies the UE (70); a position information update request receiving unit that receives from an MME (40) a position information update request of the UE (70); and a position information response transmitting unit that extracts from the subscription storing unit the information of available service type corresponding to the mobile terminal identifier included in the position information update request and puts the extracted information of available service type into a position information update response for transmission to the MME (40). In this way, a mobile communication system or the like is provided in which as to a plurality of services provided by use of the local IP access function of a home base station, the owner or the like of the home base station can set an access right for each service and communication data is transferred based on the set access right.
