PROBLEM TO BE SOLVED: To provide a flame retardant composition and a flame retardant resin composition capable of obtaining excellent flame retardancy without using a halogen compound or a phosphorus compound. SOLUTION: The flame retardant composition is prepared by treating an inorganic composition containing a metal hydroxide and an oxide of silicon with a nitrogen-containing compound, and the flame retardant resin composition comprises a resin and the above flame retardant composition. The metal hydroxide is preferably magnesium hydroxide, aluminum hydroxide or a mixture thereof; the nitrogen-containing compound is preferably nitric acid and/or ammonia; the inorganic composition contains an oxide of silicon and further preferably contains an oxide of aluminum; and the resin is preferably a thermoplastic resin including an organic acid group and/or an organic acid ester group.
