PROBLEM TO BE SOLVED: To provide a resource device obtaining opinion of a user to resource allocation without a burden on the user, and performing the resource allocation. SOLUTION: The resource allocation device determines distribution of a resource used by an application. The resource allocation device controls a resource amount used by the application based on the determined resource distribution. The resource allocation device obtains feedback information from the user. The resource allocation device intentionally varies the resource distribution, controls the resource amount used by the application based on the resource distribution after the variation, obtains the feedback information from the user corresponding to a variation amount of the resource distribution, and performs the resource allocation based on the feedback information.
