PROBLEM TO BE SOLVED: To provide a means for quickly finding out an important portion in moving image data recorded at various locations, for example, a portion recording a condition of a happening, and using it. SOLUTION: An on-board moving image data processing apparatus is provided which has: a moving image data acquisition unit 10 for obtaining the moving image data with which voice data are correlated via time information along with the voice data; an extraction unit 20 for extracting one portion or over where a voice level is larger than a reference value among the voice data; an extracted portion information acquisition unit 30 for obtaining extracted portion information indicating the extracted portion; a thumbnail image creation unit 40 for creating a thumbnail image of a static image frame specified by the extracted portion information of the moving image data; and a display unit 50 for displaying the thumbnail image.
