<P>PROBLEM TO BE SOLVED: To provide an image coding method and device for enabling a user to set filter strength characteristics corresponding to the difficulty of compression in the image coding device having a loop filter. <P>SOLUTION: The image coding device includes: a loop filter means 115 for executing filter processing to a local decoded image corresponding to designated filter strength and then storing the local decoded image in a frame memory 114; a filter control part 116 for setting the filter strength, corresponding to a quantization parameter and a designated filter strength control parameter; a quantization part 103; and an inter-prediction part 113.
