<P>PROBLEM TO BE SOLVED: To provide a cooling pack unit high in cooling effect, a cooling pack system and a method of using the cooling pack unit. <P>SOLUTION: In the cooling pack unit, the cooling pack system and the method of using the cooling pack unit, a flat bag including a cooling gas injection port for injecting high pressure cooling gas and a gas discharge port for discharge includes a sheet with three layers each formed of a washable material and is formed to have a rectangular shape with thermally-welded four sides. The first layer includes a synthetic resin sheet having high flexibility even in a temperature of -20°C or lower and gas impermeability, and the second layer includes a heat insulating felt sheet absorbing liquefied gas which is a cooling component of the high pressure cooling gas. The third layer includes a synthetic resin sheet with gas permeability and moisture impermeability.
