PROBLEM TO BE SOLVED: To provide a black-and-white heat developable photosensitive material of high image quality excellent in silver tone and having desirable gradation, and to provide an image forming method. SOLUTION: The black-and-white heat developable photosensitive material has an image forming layer containing at least a photosensitive silver halide, a non-photosensitive organic silver salt, a reducing agent for silver ions and a binder on at least one surface of a support, wherein (1) the photosensitive silver halide comprises at least two photosensitive silver halides different from each other in sensitivity, at least one of which is tabular grains having an average equivalent spherical diameter of 0.3-5μm and an average aspect ratio of≥2, and (2) the non-photosensitive organic silver salt contains at least one selected from silver salts of azole compounds and silver salts of mercapto compounds.
