Disclosed is a wireless base station (10) provided with: a reference channel transmission power setting unit (11) that changes the transmission power of a reference channel; an associated channel power setting unit (12) that sets a relative power offset for the associated channel which is a value relative to the reference channel power; a power parameter retaining unit (13) that retains the power parameters that were set by the reference channel power setting unit (11) and the associated channel power setting unit (12); a power parameter unit (14) that changes the relative power offset of the associated channel when the reference channel power changes; and a transmitting unit (15) that transmits each channel on the basis of the information from the power parameter holding unit (12). The power parameter adjusting unit (14) maintains, without changing, the transmission power for the associated channel even when the transmission power for the reference channel changes.
