An apparatus for controlling the number of revolutions of an engine for an industrial vehicle is provided with an approach detector (33) which detects the approach of an industrial vehicle to an object to be approached and a controller (10) for the number of revolutions of an engine, which restricts an upper limit of the number of revolutions of the engine when the approach of the industrial vehicle to the object to be approached is detected by the approach detector (33).
