A method and Internet Protocol Television (IPTV) system for supporting a user in a program recording are provided in the present invention. With the system, the out-of-control and overflow of storage are prevented by the method of controlling the global storage capacity through controlling the personal storage capacity of the network personal video record. The method includes: the user logins in the IPTV system via a set top box and requests the program recording via an Electronic Program Guide (EPG); and if the available length of the recording time of the user is longer than the time length needed by the program recording requested by the user, the operation support system of the IPTV system makes a recording of the program requested to be recorded by the user.
