PROBLEM TO BE SOLVED: To provide a radio ranging and positioning system, a ranging and positioning device, a ranging and positioning method, and a ranging and positioning program for highly accurately performing ranging and positioning. SOLUTION: A receiver for receiving impulses calculates a detection margin being a difference between receiving limit intensity of a self device and electric wave intensity of the impulses in receiving the impulses, specifies a detection error time corresponding to the detection margin on the basis of relationship of a previously obtained detection margin and the detection error time, and uses a specified detection error time to correct a detection time for detecting the impulses.
