A motor generator control unit controls the operation of a motor generator that generates power using the drive force transmitted from an engine. A charging/discharging control unit electrically connects a first capacitor with a second capacitor and controls the charging/discharging of power between the first capacitor and the second capacitor using external control signals. A motor that is electrically connected to the second capacitor can regenerate energy and can store the regenerated electric energy in the second capacitor. A control device supplies the control signal to the motor generator control unit and/or the charging/discharging control unit and reduces the target value for energy storage of the first capacitor and/or the second capacitor before the motor regenerates energy.
