PROBLEM TO BE SOLVED: To provide a method for manufacturing a substrate capable of preventing the deterioration of productivity, a substrate, and a ceramic substrate. SOLUTION: The method for manufacturing a substrate including a side conductor having a conductor paste fixed to a side wall surface includes: a side conductor through-hole boring step of boring side conductor through-holes (a substrate outer wall surface through-hole 23, a cavity through-hole 24) in a substrate; and a side conductor printing step of printing the conductor paste 26 to the side conductor through-holes. The side conductor printing step is performed by the use of the same printing screen simultaneously with a via conductor filling step of filling the conductor paste 26 to a via through-hole 22 preliminarily formed at the substrate or a wiring pattern printing step of printing the conductor paste 26 according to a wiring pattern on the surface of the substrate.
