PROBLEM TO BE SOLVED: To provide a long-lived hard film-coated end mill made of cemented carbide which can ensure stabilized cutting in high efficiency machining such as die machining or parts machining, can manufacture or re-grind a tool easily at a low cost, and can set the permissible number of revolutions to a high speed by fully dispersing the cutting resistance thereby minimizing the chatter vibration. SOLUTION: The cemented carbide end mill has a plurality of wave shaped or nick shaped outer peripheral cutting edges which repeat mountain parts and valley parts in the radial direction of the outer peripheral cutting edges of the tool. In the hard film-coated end mill, when a certain outer peripheral cutting edge is set to be an outer peripheral cutting edge of a reference shape, the shift amount in the tool axis direction of the phase of the outer peripheral cutting edge of at least one cutting edge of the others is shifted in the tool axis direction within a width of 5% or less of the wave pitch or the nick pitch, excluding 0%, from the respective phases of the outer peripheral cutting edge of the reference shape lined at equal intervals in the value dividing the wave pitch or the nick pitch by the number of cutting edges, and the outer peripheral cutting edge is coated with the hard film.
