PURPOSE: An apparatus and a method for resizing an image are provided to determine importance of an image by a line including each pixel, thereby relatively simplifying an algorithm which calculates importance. CONSTITUTION: A line energy calculating unit(210) sums an energy value of each pixel of an input image by a line. The line energy calculating unit calculates a line energy value of each line. A line importance calculating unit(230) calculates importance of each line. A line importance normalization unit(240) normalizes the calculated line importance. A linear interpolation unit(260) generates an output image by linear interpolation based on a value of the normalized line importance.
