PROBLEM TO BE SOLVED: To achieve efficient removal and recycling of an electric structure by stably supporting the electric structure and easily changing the electric structure without damaging a base board. SOLUTION: The wiring board includes, a base board for forming a base, the electric structure constructed on the surface of the base board, and a peel-off layer disposed between the base board and the electric structure, wherein a basic wiring part electrically connected to the electric structure is installed in the base board, and the peel-off layer has a function of being peeled off without damaging the base board. The peel-off layers are arranged on the surface of the base board separated each other in plural numbers and classified into a plurality of groups, and preferably, each of the groups has different peel-off functions.
