PROBLEM TO BE SOLVED: To provide a security control technology for detecting that an object to be monitored is illegally moved out and reducing false reports. SOLUTION: A security state setting part 102 sets a security mode or a security release mode according to user's operation. A warning output part 101 specifies an IC tag 200 that cannot communicate with an IC tag reader 300 based on identification information read out from the IC tag 200 by the IC tag reader 300, updates a communication state of the specified IC tag 200, which is stored in a state storage part 103, is updated to "missing" when the security mode is set, and updates the communication state to "unsupervised" when the security release mode is set. When the security mode is set, a warning output part 101 transmits warning information of the monitoring target with the IC tag reader 300 attached thereto whose communication state has been updated to "missing", to a monitoring center 400.
