PROBLEM TO BE SOLVED: To provide an electrolyte for electrochemical capacitors, which has a low internal resistance even when used at a high temperature and is superior in output characteristics, and to provide an electrochemical capacitor using the electrolyte. SOLUTION: The electrolyte for electrochemical capacitors, containing a lactone compound as a non-aqueous solvent and a tetrafluoroborate as an electrolyte salt, contains 100 to 8,000 wt.ppm of a boric acid and 30 to 3,000 wt.ppm of fluoride ions.
